Board of Supervisors Meeting on 12/23/201912/31/2019 The Anti-community boards last meeting, watch as 3 not elected supervisors , Vinnie (tweedledum) Biancone, Jeff Anderton and Daron O'Donald voted and passed issues that could have waited for a fully elected board, they wreaked to wait by a newly elected board member for 2020 to wait, yet they went ahead and imposed Ms. Vanderlaan and John Grangers grand plan for us. Never mind that it has cost us millions of dollars. Not on the agenda was the surprise presentation of the RCC/JMH settlement, why wasn't it on the Friday posted agenda? They knew about it, they talked about it on Next-Door. The two of them Tweedledum and Tweedledee (Cusatis) are turning Next-Door into a cesspool just like Facebook. Well it looks like Cusatis, who second the motion to begin this fiasco and kick JMH/Viva out of the RCC because they supposedly broke a lease agreement has cost us about $4 million in legal fees, lost revenue and settlement costs. At least this is what me know so far. When you observe his arrogance and his condescending ways, "be your own voice" , and
"Make an informed decision and don't follow others." "Do not listen to the noise of social media where it can cloud your judgement." "When doing the research make sure to think about the entire community and what is best for the entire community." "That is what it is all about. Ask the hard questions and make sure no one has an agenda." " Make sure they have private sector, real world experience." This is the rhetoric of a sick man. But here is the rub, :BUT LISTEN TO ME" "TAKE MY ADVICE" "LISTEN TO MY NOISE" AND ON AND ON ad nau·se·am. This will be John Cusatis' legacy..... We bought the RCC for $11.9 million and he just wasted $ 4 million on top of that! Here are some more thoughts on this : It must kept in mind, because it feels that we are too cavalier about this huge loss. This is taxpayer money, it represents about 15% of 2020 budget, also about equivalent to about the budgeted deficit of $1.8 million for 2020. I hope everyone reflects on this cost to our taxpayers, this could have been avoided. I for one, want a clear explanation, step by step, how this happened, who is responsible? How could this have gotten so out of hand? Well Mr. Cusatis you have so much to say...how about an explanation? We should not just take this quietly.....we need to demand answers and identify who is responsible for this costly mistake? Add the legal fees, the lost revenue .....I think we lost about $ 4 million. How do we lose $4 million, and not raise taxes? In fact they cut taxes with the homestead exemption by about $800,000? I say something is still not right here? We lost $4 million and our fearless leader claims the loss is minimal.....oh my god! Johnny Cash had a hit record called "Get Busy" we as a community need to "Get Angry" How much good, how much would that $4 million could have contributed to our community? In so many ways!! What was it? Lack of leadership? Lack of experience? Immaturity? Greed? Hidden Agenda? Paying a township manage twice what any other manager in Pa. makes didn't help us in this mess? The other individual who is responsible for this resigned earlier this year.....we need to be watchful as the new supervisors move in...we need to keep that watchful eye at all times. Right Mr. Cusadist, you are watching out for us, yes? The damage done by the boards since 2015 has devastated this township! This type of government does not work unless the public participants. If you have attended meeting and you have watched my opinions at here you see, feel and hear how this board of 2016 to 2019 have suppressed public inquiries and practiced intimidation so overtly that it amazes me still. More amazing is that few said anything, simply allowed this to sadly happened. This is one of the consequences. I don't understand why we put any faith in this 2019 board or the manager!!! HE has been a disaster. If he is here after the first meeting of the new board you know we will still have problems in our community. Also, no current member of the board as chairmen, in fact we must insist no current board members should be sitting in that seat. IF there is...then we can have a situation where LV/JG is still in charge. So, after the Jan. 6th meeting if JG is still employed by our township and either one of the two remaining board members is appointed chairperson we should be concerned that LV and JG still control our township. We don't want that, we don't need that, even the appearance ....we do not want. Our three new supervisors need to send a clear message to our community.....positive change and no one from the old regime should be put into a position of control!!!! Anyone else agree with this?

Please to all interested in this matter: Is this from the Board? Or from the Cusadist? Not quite sure. Most of this is of course complete nonsense. This is the perspiration from a delusional and paranoid mind. If you have been following me and my efforts you know I have been providing information supported by documents regarding the actions/activities of this Board of Supervisors. My primary focus is to involve the public and inform the public. This document should be questioned as to its true purpose? How much have the taxpayers paid for this superfluous document? (legal fees) This is simply another attack by this Board to divert attention from them to me. The attack dogs, Biancone and Cusadist make every attempt to discredit what I have to say. What should be of interest to you is what Mr. Granger told us about his relationship with Delaware Valley Trust. He was on their Board years ago and as far as I can tell never publicly provided this information to our community, no memorandum as required or announcements at public meeting when DV is discussed. We are providing $100,000's of dollars transferred into these trusts monthly. A disclosure should have been made concerning Mr. Granger's association with Delaware Valley Trust organizations. It is difficult to understand how and why he is still working in this township after all of the issues exeterunited has revealed. In Monday 12/23/19 meeting they will adopt the "Homestead Exemption" regardless of anything I can say to them. The budget is unbalanced, it projects a deficit spending of about $1.8 million dollars. This will be covered by the sewer proceeds. Like a drug, we have a budget that relies heavily on these sewer funds. What happens when all the money is gone? ( I project 5 years) We will have developed the habit of spending more then we take in, with the reserve money gone we can expect large tax increases. How high? We are currently at about 3.5 mills (very reasonable) and the board can take us up to 14 mills. The establishment of this "Homestead Exemption (act)" is irresponsible considering we have projected a large budget deficit.You decide! David Hughes Supervisors Meeting of 12.9.1912/14/2019 It has been over 1 year that I have been listening to and observing some of the strangest people I have ever known in public office. Tweedledee and Tweedledum, a benign board of supervisors who rubber stamp all of John Granger's wishes. The most ethically challenged township manager in Pennsylvania, revolving chairs of supervisors, until we have a board of subservient public official. These officials have been doing the bidding of Lisa Vanderlaan and John Granger since at least 2016. They have put their associates into positions within the township rewarding them with generous contracts and opportunities. Our payroll in the township has increased (over $1,000,000) largely with John Granger hires from outside the township. We have incurred millions of dollars of legal fees. Our sewer plant, which was a very cash positive situation....gone. The RCC allowed to fall in disrepair. We are currently uncertain about one potential law suit and awaiting the results of another (JMH). Now we own a shopping mall that will cost $16 to $20 million if used as they have outlined. They also want to spend $1.6 million on swamp land.
We have had a board that has champagne tastes and they are experiencing it on our tax dollar. We can encourage private business to do many things but I do not believe government should foot the bill for development. The government has been led by a public hating scoundrel, pathological liar who has attack and continues to attack any public citizen who questions or criticizes him. Along with his side kick the village idiot they have as you will learn, as the new board will begin to restore order from chaos, that they have allowed tremendous damage to have occurred in our community. We have bought this shopping mall, but has anyone seen any documents, even in the budget how much can we expect to invest in this foolish endeavor? What of the RCC? There was no mention or funds allocated to the maintenance and repair for the RCC. The board has not communicated to the public the cost of the St Lawrence claim, The JMH claim? Or how about the monthly service charge with American Water Sewer that more then wipes out that $42 dollar savings they promised? This board since 2016 and perhaps earlier has kept hidden from us their hidden agenda. We will explore their hidden agenda and motives for their actions in future discussions. Send your emails and let them know how terribly disgusted we are with their performance. Hold them accountable!! See for yourself this is a mess! Remember the negative Fund balance numbers in Column C for the 2020 Budget must be covered. Guess how? The proceeds of the Sewer Plant. We are going to burn thru that money. I give up on attempts to convince the board or J. Granger of the ethical conduct and the integrity missing in presenting to the public misinformation. The knowledge of which will be presented as evidence/support to a motion to adopt a budget that is not fair, honest and certainly not clear. It confuses the reader, it confuses me! I would give Granger and the board a grade of F for transparency, accuracy and honesty.
This must stop! It is my opinion that Granger and the Board are part of the continued lack of transparency, rush to tie up these funds, supportive of publishing information to the public that they know is false and inaccurate data, the false and misleading narrative of tax stabilization by subsidizing with sewer proceeds, they are not naive (definition of naive: showing lack of experience, wisdom, or judgement). We should utilize the sewer proceeds to produce significant investment in the township, capital improvements, not subsidize taxes. It is in every way conceivable a non-creative and a complete waste to subsidize taxes. Consequently, the Homestead Act which eliminates per John Granger $800,000 in tax revenue should not be implemented. We are running a deficit for 2020 and have run deficits for the last 4 year at least. It is the proverbial robbing of Peter to pay Paul. It doesn’t work and will contribute to the “EXETER TIME BOMB” that I predict will go off when you run out of “sewer fund” money. I am excited for the end of this regime because I think when the pressure is off of the people who are now afraid to speak up, I believe we will hear some very interesting stories. The board does not manage the township manager, it is the other way around. Make no mistake about it, the board has given up on managing our community and has turned over all decisions to John Granger. They did this at another township Granger worked at and paid a terrible price after which they admitted they gave him too much power. This is the case here in Exeter. We need to table on Monday: 1. Adoption of 2020 budget (not accurate and used to set tax rates for 2020) 2. Resolution of 2020 tax rates 3. Transferring funds and establishing new fund 4. Approve resolution of setting compensation for management and employees 5. Authorization of homestead act 6. Granting final approval for Mama’s Pizza We would like explanation on EEMA PAYMENTS OF $190,000 We would like explanations on PHOENIX CAPITAL PARTNERS FOR $135,000 We would like explanations on TYLER TECH INC. FOR $34,800 We would like explanations on WOLFE ROOFING FOR $55,900 We would like explanations on XYLEM FOR $153,215…we know its from April to September, but what are we renting and why are payments so late?
