Note: Ms. Kircher asks and reveals St. Lawrence may have a claim on Sewer proceeds never revealed by our Supervisors, SO HOW MUCH MONEY WILL BE LEFT OVER AFTER ALL CLAIMS ARE SETTLED? WHY DID THE SUPERVISORS NOT INCLUDE THIS IN THE SETTLEMENT PRESENTATION? @ 1:45:34 OF THIS PRESENTATION.

AMATEURS IN EVERY SENSE!

Only one more meeting left, I would like to see a lot of people show up at the Dec 9th Monday meeting. One last chance for the outgoing supervisors to remove John Cusatis as Chairman of the Board, finally doing the right thing, only a symbolic gesture of goodwill at best but it will save someone's political career. Also, the last meeting for anyone who wants to say something about this outgoing Board. I have never seen in my entire life such a collection of misfits quite like this board and some of the supporting staff.

Hello and thank you for letting me express my thoughts.
My father and I had Lennys Sanitation for over 45 yrs.Trajectly he was killed in 2006 when the cab of a truck fell and crushed him.He gave his life serving the township.In my opinion our former supervisors in the early 90s sold us out to the Mascaro family when they acquired 51% of the FR@S Landfill.Later to become Pioneer Crossing.What they should have done instead of trying to close it they should have bargained for a larger host fee,like Earl township did with the Colebrook Landfill,later to become Rolling Hills.By not doing so virtually allowed Mascaro to avoid paying Berks host fees and giving "Peanuts"to Exeter Township.They knew the landfill wouldn't go away and totally with no reguard to Exeter left a great opertunity slip thru their hands.And it goes even further.Our County Commissioners,Bagenstose,Carabello and Reber where in my opinion on the take with FR@S.And let's look at Mark Scott.Head of the Berks Solid Waste Commity at the time.He sued and received millions of dollars from Waste Management for bordering the Pottstown Landfill.He should have stepped down from the solid waste Commity for conflict of interest.And he at the time was pushing for FLOW CONTROL so are waste would be directed to NEW MORGAN landfill owned by BFI,Browning Ferris Industries of Houston Texas.If his land was in jeporty why did he build a new house on the same parsal.Getting back to Mascaro,They started buying up property in Exeter under MB IVESTMENTS.Mascaro only excepts about 9% of Berks trash.So we Exeter residents are the dumping grounds for New York and Jersey trash and get nothing in return.I have been approached several times by residents of Exeter to take a shot at running for supervisor but not sure if I would want to.Our family buissnes served over 3500 residential homes and 200 Businesses.I am giving lots of thought to running as I get older.At56 yrs old And raising 2 daughters attending Exeter School district and servicing the residents of this township the thought of being a watchdog on the board keeps entering my mind.And in no way am I politically grandstanding with my comments.Thank you for giving me the opportunity to make my comments.

Nov. 12, 2019 Board of Supervisors Meeting

Another interesting board meeting, I ask you to find the moment in this meeting video where Mr. Vinnie Biancone is asking the board to explain to him the expected rate increases from Pa. Water. HE voted to sell our plant and clearly has no understanding of the implications regarding the future increase as that future comes closer and closer to reality. The sale of this plant in my opinion is incredibly tragic. If we had competent supervisors and had not turned our township over to outsiders ( Bucks and Chester County residents) and if we had an oversight function from the public ( this site Now!) and had not dissolved the "sewer authority" we would have a plant that would have provided our community with the lowest sewer charges in eastern Pennsylvania, greed and stupidity will soon show us all how much of a mistake we as a community have made. You can expect significant increases soon and you will be paying on a monthly basis instead of quarterly. This alone increases Pa. Water's cash flow and reduces yours. Now, we must watch this board and the new board to preserve what will remain from our sewer plant proceeds. They plan to spend it fast, faster then they even comprehend. We have had at least the last  5 years run deficits against our general fund. They have projected spending more in 2020 than the amount of taxes they will take in.....where will the deficit come from? The proceeds of the sewer plant of course. Subsidizing lower taxes is not smart and it will create what I call a future Exeter tax time bomb. PLEASE SHOW UP AT THE NOV. 25TH SUPERVISORS MEETING AND TELL THEM YOU WANT THEM TO STOP MAKING ANY SPENDING DECISIONS REGARDING THE SEWER PROCEEDS AND THE THE $7 MILLION THAT THEY MOVED OUT OF THE SEWER FUND UNTIL THE NEW BOARD IS INSTALLED IN JANUARY. NO BONUS TO JOHN GRANGER (township manager) or ED GILLETTE (EEMA president) who I have heard he and his employee's will be hired by American Water.

Exeter Residents Win Appeal: OOR rules in favor of Exeter Township

What is this all about? 

Several months ago I requested the "statement of financial interest" documents for all of the individuals who work for the township who are required to file this report. Filing is required by any individual that is in a position where they may make decisions that may financially impact the township. I received about 23 statements. With the exception of about 8 statements they all seemed fine. Those 8 statements were the 5 current supervisors and 3 previous supervisors who were required to file. Their statements were the only statements  that  had information that was redacted. All 8 of them had their addresses and phone numbers redacted and one, (Lisa Vanderlaan had financial information redacted as well).

These statements are under the jurisdiction of the "Ethics Commission" and the "Office of Open Records" (OOR). 

I filed an appeal with the OOR to have the documents provided without redactions. However, the supervisors, the Township Manager(John Granger) and Fox and Rothschild submitted an argument to the OOR asking them to rule against my appeal. 

I submitted a rebuttal to Fox Rothschild argument to suppress. The document above is the final word on this matter from the OOR. They ruled in my favor and our township is required to provide the statements with all information without any redactions.

Anderton not a good choice, We like Greg Galtere. See video below starting at 3:50 seconds it becomes very bad....petty by any standards

Exeter united does not endorse Jeff Anderton and I do not recommend him for supervisor.
 
 
Someone recently asked me about my opinion concerning Jeff Anderton and the upcoming election. I think if you look at some of the video’s I have posted here you will be able to get a good idea of what he is like. 
 
In my opinion he is a Cusatis duplicate currently in training to bring the same traits to the board as Cusatis. No leadership skills, no management skills and an assumption that he knows more than you do. You see it in his approach when interacting with private citizens who have brought their issues to the meeting. In a video I posted where Dianna Reeser attended her first meeting and dared criticize his hero John Cusatis. You will see him, Mrs. Cusatis and John Cusatis gang up on Mrs. Reeser simply because they did not like what she said.

Vinnie Biancone: Owned by special Interests?

Note: Dave Speece successfully kept the Golf Course open and it has made approximately $100,000 so far this year. Money we would not have made if Biancone had succeeded in closing the course.
Here is information about the candidate Vinnie Biancone that he most likely would not tell you in his election material. He wants you to vote him in for 6 years and I believe these would be disaster for our community. Biancone was placed on the board when it was controlled by Lisa Vanderlaan, who avoided paying taxes in Exeter and her #1 henchmen John Cusatis. With a little shake up, Vanderlaan leaving earlier this year and the force out of Robin Doucher, Cusatis took over and with Biancone's help put O'Donald and Anderton on the board. Both are inexperienced and controlled by the new master manipulator John Cusatis. By voting for Michelle Kircher, Greg Galtere and Joe Staub you will completely turn the apple cart over. In effect, stopping their fleecing/misuse/mismanagement of our community and its large cash balance. We have over $100 million dollars in our accounts and none of these people have any real financial expertise and I include the ethically challenged township manager: John (the lone Granger) Granger. This is only windfall this community will ever have.....let's put in three supervisors hands we can trust, who are intelligent, mature and experienced.Remember, this board supports John Granger, this is the only reason he is still here and recall he misappropriated $1.9 million while at TOWAMINCIN township and put them in a severe financial bind. Again, these are my opinions and supported by documents to strengthen my opinions.

Approved Preliminary Capital Expenditures Budget for 2020/21/22

This is page 56 of the preliminary budget approved recently and can be found on the Exeter Township Website. Here, I am providing a simple commentary on the budget. How precise I am depends on interpretation. That is because the township does not provide any accompanying notes. We are forced to guess and speculate what projects are in this budget and the funding for those budgets.
