Here is Mr. Speece's new comment rules. Each new Chairman imposes his or hers restrictions, Dave's is the most restrictive comment rules in the last two years...so much for transparency!

SEE NEW RULES FOR PRIVATE CITIZENS! MEETING RULES AND ETIQUETTE If you intend to give comments during the public comment period, you must sign up. Public Comment is split into two categories, Agenda (specific item listed on the agenda for discussion tonight) and Non-Agenda (general comments). In the interest of maintaining order, civility, and brevity at our meetings, the following guidelines apply: 1.) Substance and tone is expected to remain respectful. 2.) Only one person speaks at a time. 3.) Speakers may be limited by the Chair to 3-minutes or less and are asked to limit repetition. Groups attending to speak on the same topic can designate a spokesperson. Public comment is limited 30-minutes per meeting. How time is allotted is up to the discretion of the Chair. 4.) Those wishing to make comment must approach the microphone and state their name and address for the record.

Pointed out Golf course to be leased or turned to green space but boys club quiet on this issue.

I discuss RCC and foolish idea to have two operators, one for banquets, one for restaurant, hope these inexperienced, young supervisors figure it out soon. No business experience at all!

​ Board asks public once again to be civil and respectful....they don't get....THEY ARE THE PROBLEM!

STIPEND turns into temporary pay increase for three who are currently overpaid and severely unqualified!

​Secretary Laurie Getz extra $500/month  2020 salary: $59,280
Treasury Jan Savage extra $300/ month  2020 salary: $71,719
New interim manager extra $1,000/month 
2020 salary: $94,572

Private industry salaries, and our observations are they are not overworked. As many of you know....these three positions were held by one man...John Granger and as we found out, he never worked on Fridays, came in late the other 4 days and closed his office door. 

Our poor community is in bad shape...the same old regime in charge.

February 24, 2020 Board Of Supervisors Meeting: RCC HOT TOPIC

This Meeting was long, about 2 hours with an unexpected speaker in Larry Hirsch, he was not listed on the agenda and it appears Mr. David Speece invited him to speak on old business item RCC town hall meeting. The agenda says that they were going to review comments received but as you will see they never mentioned one comment by participants of the town hall meeting but discussed their own opinions. Then about 35 minutes of Larry Hirsch does his presentation. We hired High Associates ( who have a serious conflict of interest) who then subcontracted with Larry Hirsch. Why didn't we eliminate the middleman? 

We still see the Cusadist running the show, Mr. Speece, when confused or lost looks to Cusadist for direction. Our three supervisors must soon exert the control that the voters expected from them when they voted them into office.

There is so much confusion during this meeting you will see at 1:26:05 where Michelle Gilbert (acting manager) interrupts the boards deliberations and tries to lead them into approving  Larry Hirsch to submit plans to the board. 

A motion is made by Mr. Speece and second by Cusadist, more discussion and confusion at 1:28:00 and at 1:31:00 and amazingly a vote was never called on this motion. I never saw this happen in the 15 months I have attended these meeting. A motion and a 2nd but no vote ever taken. TOTAL CONFUSION REIGNS! During this time you will hear a voice from the peanut gallery, the Cusadist's wife, telling them the vote was 5 yes and you will hear Dave Speece say 3 yes , 2 abstentions, this was on a previous motion, not the motion that was on the table. No vote was ever called. 

I fear that we are not going to do well with the Food and Beverage business. The RCC club members are focused only on the Golf course. 

Much more info then I have time to write. But here is the number one thing I think we need to do FIRST:

Evaluate capital spending requirements for the Golf course and for the Main Food and Beverage/Banquet facility. PERIOD!
