This is suppose to be where we, the public can comment on issues, including our elected officials and our government's performance.

1:23 Speece claims that his is a BoS meeting and all comments must be made to the Board not individuals and goes on to say if the the public chooses to attack individuals on the board or members of the staff that THEIR RULES indicate they will cut out that comment.
Here are the rules you state with each agenda:
In the interest of maintaining order, civility, and brevity at our meetings, the following guidelines apply:
1.) Substance and tone is expected to remain respectful. Comments containing profane or offensive language will not be read during the meeting. 2.) Please ensure that your comment can be read in 3-minutes or less. Public comment is still limited 30- minutes per meeting.
How time is allotted is up to the discretion of the Chair.
You state clearly profane or offensive language will not be read... My comments have never included profane or offensive language and this particular comment was consistent with past comments.
Tone has been eliminated by your mechanical voice.
Substance is the substance of free speech and the 1st amendment right to free speech as it pertains to any political entity. All one needs to look at to determine that limitations on this is to listen to comments on Governor Wolf, President Trump, Nancy Pelosi and many others.
I think you need to realize you are elected official and should expect criticism. If you can't, you should consider resigning from the board.
The idea we can't mention your names or provide criticism is a clear violation of our 1st amendment rights.
Fortunately in this instance you stopped before you went too far. However, I am sharing this conversation with organizations that have a keen interest is what you attempted to do.
I hope Mr. Bartlett and Mr. Cortes can educate Mr. Speece and Mr Cusatis on the 1st amendment and the very strong power when any political entity attempts to prevent free speech.

2:42 Jeff Bartlett the new manager speaks on the subject. Make some good points but note Jeff they put you on the spot. Its my hope once you think about the "discourse" on this matter you come away with a better understanding of who Mr. Speece and Mr. Cusatis are
5:06 Cusatis attempts to interject but Mr .Staub presents his comments...fair comments but one note Joe, 1st amendment says nothing about "tone" or "delivery" never the less fair and balanced comment.
6:24 Cusatis promises to try and do better (does he recognize he is the problem, NO, just playing his game) Launches into his Dec 20th letter, a letter of dubious invention from the mind of Cusatis who claims the board approved it. Claims I have to live by this letter...utter nonsense from his mind. We need a letter restricting your behavior.

Just one note again, because of the 1st amendment we are allowed to address you by your names. Why not? I voted for you and Joe and Michelle, you'll accept my vote but not allow me to address you by name? I hope you understand, refresh yourself on the 1st amendment and specifically as it pertains to citizens rights to the political entity.

10:04 Mr. Cortes comments on "Wrong" "Liar" "falsehoods" and capitalized the G in Gentlemen and put 'Gentlemen"
I put these words in quotations to denote that they are FACTS. They can be heard in the recent videos during public comment voiced by Mr. Cusatis. All except the liar comment, that one is during the town hall meeting at the RCC.

"Wrong" can be heard in the last several internet meetings where Mr. Cusatis tells Michelle Kircher (colleague) that she is "Wrong" multiple times in multiple meetings.
"Liar" can be heard in the afore said Town hall meeting at the RCC, this video only exists at exeterunited.com or on my YouTube Channel. You will hear MR. Cusatis call me liar very clearly at this meeting at time stamp 48:07
"Falsehood" refers to Mr Cusatis exchange with Mr. Reilly. Where Mr .Reilly provided analysis on the proposed Pennsylvania American Water Company proposed rate increases. In the two meetings prior to this meeting Mr. Cusatis categorized Mr. Reilly's analysis as "Falsehoods" , he then doubles down in the following meeting claiming the same thing.
It should be noted Mr. Reilly is a retired Professor of Accounting from Albright College and a Certified CPA.
Last why "Gentlemen" is in quotations and capitalized? Similar to what I did with the other facts. At this juncture I still consider three of the men on the board as such, although one is raising suspicions. I afforded them the respect contrary to the claim.
The problem is Cusatis and he will continue to be so, until the underlying ailment, sickness if you will is treated.
Exeter Township rules do not override State and Federal law.
