One thing is apparent: the supervisors, the township manager has not been doing their job related to this important but often not considered aspect of our lives, cable and internet services, and Service Electric has a monopoly on this. 
 
What has our government not been doing for us?
 
Supervisors have not attempted to obtain additional service providers to increase competition.
To protect our assets used by Service Electric the supervisors and the agreement requires high standards of customer service but no measurements or monitoring by the township has been performed in the 10 years that this agreement existed
  1. Per the agreement SE is to provide a quarterly report of Gross revenues for the quarter showing the basis for the computation of the fees and contain a line item of revenue received from each available source. At the time of this agreement there were 15 applicable sources. Mr. Cusatis as you will hear in the video insists the fee, we receive is 5%, but the copy of the contract I have says 3%, which is?
  2. The agreement allows the township to conduct an independent audit to assure the revenues and compensation to the township are reasonably accurate. I asked the question if we ever have conducted an audit and the BoS had no idea!
  3. Technical aspects in the agreement include maintaining current technical performance req per the FCC and other state and federal agencies, is this monitored
  4. Tech requirements and the agreement requires SE to have stand-by power at the headends and at the node to provide in the event of an electrical outage. 
  5. Standby power must activate automatically upon failure of commercial utility power
  6. SE is required to maintain complaint records. I asked the supervisors if they are reviewing/monitoring the complaints…simple answer: NO
  7. SE provides Exeter with an EG channel which we have never utilized, this benefits our whole community. We would control programming for educational, government or community activities. The purpose of the channel according to the agreement is to contribute to an informed citizenry by, among other things, highlighting community activities, showing local government at work, responding to local needs and bringing education into the home. We would have complete control over content. This is one of the best features of this agreement. We never utilized it!
